If you have restarted your device to ensure no other video meeting application is running and you continue to have issues with recording it is likely due to a local security firewall that is preventing the video interviewing application to run. In order to complete this in your workplace, you would need to log out of the network you are currently connected to and switch to a different wifi network or complete this from a personal device or network.
